The Office of Legislative Services (LLS) functions as a nonpartisan professional staff agency that supports the legislature behind the scenes. Its role remains consistent with other systems: drafting bill requests, amendments, and legal opinions to ensure all legislation is written clearly, accurately, and within constitutional bounds. The LLS also manages technology infrastructure and real time bill tracking. While the Legislative Council determines how and when the legislature operates, LLS handles how laws are written. This creates a clear division of responsibility, with elected leadership managing procedure and legal experts managing the technical details of legislation.
