San Andreas State Archivist
Paul Foster serves as the State Archivist of the State of San Andreas, having been appointed by Governor Payne in 2021. As State Archivist, Mr. Foster is responsible for preserving, managing, and providing public access to the historical records of the state, ensuring the integrity and continuity of San Andreas’s documentary heritage.
Mr. Foster brings extensive experience in archival administration, records management, and public history. Prior to his appointment, he served for more than fifteen years in archival and information governance roles within state government, including as Deputy State Archivist and Director of Records Management. In those capacities, he oversaw modernization efforts that expanded digital preservation, standardized retention schedules across agencies, and strengthened compliance with public records laws.
Before entering state service, Mr. Foster worked in academic and cultural institutions, where he managed special collections, supervised large-scale digitization projects, and collaborated with historians, researchers, and educators to broaden public engagement with historical materials. His work has emphasized balancing public access with long-term preservation and legal accountability.
Mr. Foster holds a Bachelor of Arts in History from San Andreas State University and a Master of Library and Information Science with a concentration in Archives and Records Management from Bakersfield University. He is a Certified Archivist and an active member of the Society of American Archivists and the National Association of Government Archivists and Records Administrators.
As State Archivist, Mr. Foster is committed to safeguarding the records of all three branches of government, supporting transparency and open government, and ensuring that the history of San Andreas remains accessible to future generations.
