Concerning the confirmation of the Governor’s appointment of the Honorable Avery L. Cortez to the San Andreas State Supreme Court.

WHEREAS, Article VI, Section 2 of the Constitution of the State of San Andreas vests the judicial power of the State in a Supreme Court and such inferior courts as the Legislature may establish, and provides that each justice of the Supreme Court shall be appointed by the Governor from a list of three persons submitted by the Judicial Nominating Commission and confirmed by 55 percent of the Legislature; and

WHEREAS, under Section 5 of Article VI, the Judicial Nominating Commission is charged with reviewing applications and recommending the most qualified candidates for judicial appointments; and

WHEREAS, the Judicial Nominating Commission has reviewed all applications for the vacancy on the San Andreas State Supreme Court and transmitted to the Governor a list of three distinguished nominees; and

WHEREAS, from that list, the Governor has nominated the Honorable Avery L. Cortez, whose distinguished career in public service and jurisprudence reflects integrity, diligence, and an unwavering commitment to the rule of law; and

WHEREAS, Judge Cortez currently serves on the San Andreas Court of Appeals, having been appointed in 2020 following six years as Presiding Judge of the Los Santos County District Court, and has previously served as a Deputy District Attorney and Chief of the Civil Division for the Los Santos County Attorney’s Office; and

WHEREAS, throughout her judicial career, Judge Cortez has been recognized for her analytical clarity, empathy, and modern approach to appellate jurisprudence, authoring numerous opinions on criminal justice reform, civil procedure, and constitutional interpretation; and

WHEREAS, the House of Representatives of the State of San Andreas finds that Judge Cortez possesses the integrity, professional competence, judicial temperament, and dedication to the rule of law necessary to serve with distinction on the Supreme Court of this State;

BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF SAN ANDREAS:

That the House of Representatives hereby confirms the appointment of Avery L. Cortez as Associate Justice of the San Andreas State Supreme Court, to serve according to law and the Constitution of the State of San Andreas; provided, however, that upon confirmation by the Legislature, Justice Cortez shall not be sworn into office until the first week of January 2026, at which time she shall assume the duties of Associate Justice.
