Concerning the confirmation of the appointment of the Honorable Olivia R. McNeill to the San Andreas Court of Appeals.

WHEREAS, Article VI, Section 2 of the Constitution of the State of San Andreas vests the judicial power of the State in a Supreme Court and such inferior courts as the Legislature may establish, and authorizes the establishment of a Court of Appeals to provide intermediate appellate review; and

WHEREAS, under Section 5 of Article VI, the Judicial Nominating Commission is charged with reviewing applications and recommending the most qualified candidates for judicial appointment; and

WHEREAS, the State Judicial Nominating Commission conducted a comprehensive review of all applicants for the second vacancy on the San Andreas Court of Appeals and, after deliberation and evaluation of judicial records, surveys, and peer reports, selected the Honorable Olivia Riley McNeill of the Blaine County District Court as its finalist for appointment; and

WHEREAS, the Los Santos County, Lake County, Alameda County, and El Paso County Judicial Nominating Commissions each voted to concur in the State Commission’s selection, thereby meeting the constitutional requirement for a majority of county concurrences in favor of appointment; and

WHEREAS, Judge McNeill has served with distinction on the Blaine County District Court since 2012, presiding over criminal, civil, and family law matters with a reputation for fairness, integrity, and meticulous preparation; and

WHEREAS, Judge McNeill has been praised by attorneys, litigants, and court personnel for her balanced sentencing approach that carefully considers both the individual needs of defendants and the public interest in deterrence, and for her clear, understandable opinions that enhance public confidence in the judiciary; and

WHEREAS, her most recent Judicial Performance Evaluation rated her as “Recommended with Distinction,” citing her judicial temperament, integrity, and command of the law; and

WHEREAS, the House of Representatives, having reviewed the qualifications, professional experience, and record of judicial service of Judge Olivia Riley McNeill, finds her fully qualified to assume the duties and responsibilities of Judge of the San Andreas Court of Appeals; now, therefore,

BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF SAN ANDREAS:

That the House of Representatives hereby confirms the appointment of the Honorable Olivia R. McNeill as Judge of the San Andreas Court of Appeals, to serve according to law and the Constitution of the State of San Andreas; provided, however, that upon confirmation by the Legislature, Judge McNeill shall not be sworn into office until the first week of January 2026, at which time she shall assume the duties of Judge of the San Andreas Court of Appeals.
