The Legislative Legal Council (LLC) serves as the nonpartisan legal and policy body of the General Assembly, ensuring the integrity and functionality of the legislative process. Composed of six appointed members representing various state offices, the Council handles the essential responsibilities that extend beyond the daily work of elected officials. The LLC drafts official ballot guides for all referred measures, prepares fiscal analyses for each piece of legislation, and develops internal policies that govern the legislature’s operations.
In addition, the Council provides trusted legal advice to legislators, reviews and refines proposed legislation for accuracy and compliance, and acts as a liaison between the General Assembly, the Governor’s Office, and the Supreme Court. Members of the LLC may also attend committee meetings to offer legal or procedural insight. Through these duties, the Legislative Legal Council upholds transparency, fairness, and the rule of law throughout the legislative process.
